With the publication of the “Procedures and Principles for the Implementation of the KKDIK Regulation” on 12 August 2025, several changes were introduced to the KKDIK process, including the implementation of the temporary registration mechanism.
What is a Temporary Registration?
If a lead registrant or individual registrant is unable to fulfil all obligations under the KKDIK process, the basic data listed in Annex-1 of the Procedures and Principles must be submitted to the Ministry via KKS by 31 March 2026. This process is called temporary registration.
How Does the KKDIK Temporary Registration Process Work?
According to the Procedures and Principles, the deadline for temporary registration is 31 March 2026. Companies that are not part of a joint submission and intend to submit their dossier individually must complete a temporary registration if they cannot meet the full registration requirements.
Process for Lead Registrants and Individual Registrants
- Temporary registration must be completed by a Chemical Assessment Expert, and the following information must be submitted:
- Substance Identification (KKS Section 1.1)
- Substance Composition (KKS Section 1.2)
- Analytical Information (KKS Section 1.4)
- Suppliers: Only representative of non Türkiye manufactures must enter the names of their importers and keep this information up to date. These updates are not subject to any fee. (KKS Section 1.7)
- Joint Submission Information (KKS Section 1.5)
- Globally Harmonised System (KKS Section 2.1)
- Manufacture, Use and Exposure Information (KKS Section 3)
- Estimated Quantities (KKS Section 3.2)
- Sites (KKS Section 3.3)
- Information on Mixtures (KKS Section 3.4)
- Uses Advised Against (KKS Section 3.6)
- Physical and Chemical Properties (KKS Section 4)
- Guidance on Safe Use (KKS Section 11)
- Substance Identification (KKS Section 1.1)
- As stated in the Procedures and Principles, the provisions of the Ministry of Environment, Urbanisation and Climate Change’s Revolving Fund Unit Price List on registration fees also apply during the temporary registration process.
Process for Joint Submission Member Companies
- After the lead registrant has completed the temporary registration, member companies must submit their temporary registration entries to the Ministry via KKS by 30 September 2026.
- When completing temporary registration, member companies must provide only the following sections from Annex-1 of the Procedures and Principles:
- Manufacture, Use and Exposure Information
Note: These temporary registration provisions do not apply to companies submitting their full registration dossier by 31 March 2026.
